COVID-19 Immunization Requirements of Clinical Facilities

HACC students and employees may be exempt from a vaccination mandate if they have a recognized medical condition for which vaccines are contraindicated or for which religious beliefs conflict with receiving immunization.

To request a medical or religious exemption related to a vaccination requirement, please:

  1. Review the following recommended resource

  2. Note that not all clinical locations utilized by HACC health career students may recognize and/or accept exemptions.
  3. Complete a medical exemption or religious exemption (pdf) form.
  4. Use this form to submit and upload the completed medical or religious or exemption request forms. 
  5. Note exemption requests will be reviewed by a committee.
  6. Understand the decisions to approve or reject exemption requests are final and additional documentation will not be accepted.

On Jan. 13, 2022, the U.S. Supreme Court approved for the Center for Medicare Services (CMS) federal vaccine mandate to move forward. This means, healthcare institutions are reinstating their vaccination and/or exemption policies.

Please note:

  • The providers have reserved the right to limit the number of unvaccinated individuals participating in clinical programs, even if the individuals have HACC’s approval for bona fide religious or medical exemptions to the vaccine.
  • The College cannot guarantee that unvaccinated individuals will be able to continue participating through the end of the clinical program.
  • If you are able and have not yet done so, we strongly recommend that you get vaccinated.
  • Providers continue to require HACC to provide vaccine status information on all those participating in clinical programs.
  • If you have not already uploaded your vaccination card or approved religious or medical exemption letter from HACC to CastleBranch, or followed your program’s protocol for the collection of this information, please do so immediately.
  • If your vaccine status changes, please update the College by uploading your vaccination card to CastleBranch or following your program's protocol for the collection of this information.

On Nov. 23, 2021, HACC notified students and employees that beginning Dec. 6, 2021, the healthcare institutions where health career students are to be placed for clinicals are requiring all participating students and employees to have the COVID-19 vaccine or to have HACC’s approval for a bona fide religious or medical exemption. The requirement stemmed from a Center for Medicare Services (CMS) emergency regulation passed by the federal government. To comply with this requirement, the College informed students and employees of the healthcare institutions' requirements. All decisions have been made regarding the exemption requests, and those who had requested an exemption were notified on Dec. 3 with decisions.

On Nov. 30, 2021, a federal judge issued a ruling temporarily blocking the CMS vaccine regulation. Because of this temporary block, some of HACC’s clinical partners have “paused” their COVID-19 vaccine requirements. For the full list of those who have paused their requirements, please see the “List of Off-Campus Clinical Facilities and COVID-19 Immunization Requirements” drop-down menu on this webpage.

Therefore, all students attending a clinical location or affiliated site that has paused their requirements can participate in clinical programs, regardless of vaccine status.

Please note:

According to the Nov. 5, 2021, Centers for Medicare and Medicaid Services (CMS) Interim Final Rule:

  • The healthcare institutions where health career students are to be placed are requiring all participating students and employees to be vaccinated or to have a bona fide religious or medical exemption.
  • These institutions are reserving the right to limit unvaccinated student placement, regardless of exemption status.
  • All clinical locations utilized by HACC health career students may not recognize and/or accept exemptions.

This mandate applies to all students and employees participating in clinical rotation assignments at off-campus HACC clinical facilities, unless they meet one of the criteria for exemption as stated below.
 

Vaccination Timelines:

  • No later than Dec. 6, 2021, all applicable students and employees must receive, at a minimum, the first dose of a two-dose vaccine OR have obtained a one-dose vaccine prior to participating in the clinical assignment.
  • No later than Jan, 4, 2022, all applicable students and employees must have received all shots for full vaccination.
  • All applicable students and employees must present evidence of vaccination or exemption prior to starting the clinical placement.
  • Booster doses for COVID-19 vaccines are recommended according to the Centers for Disease Control and Prevention (CDC) guidelines, but not required at this time.
     

Exemptions:

  • Before requesting an exemption, please review the following recommended resources:
  • Students and employees may be exempt from this mandate if they have a recognized medical condition for which vaccines are contraindicated or for which religious beliefs conflict with receiving immunization.

  • Completed medical or religious exemption requests must be submitted by Dec. 1, 2021, using this submission form.
  • Exemption requests will be reviewed by a committee.
  • The decisions to approve or reject exemption requests are final, and additional documentation will not be accepted.

No later than Dec. 6, 2021, the following off-campus HACC clinical facilities will require HACC students enrolled in the following HACC programs and associated HACC employees to be vaccinated according to the above vaccination timeline:

Off-campus clinical affiliate sites used by HACC students and employees are requiring compliance with guidance from the Centers for Disease Control and Prevention (CDC) and federal government. As a result, HACC students and employees who attend off-campus clinical affiliate sites are required to follow affiliate requirements, including vaccination or application for an exemption. Please note that not all HACC affiliates will accept exemptions. Below is a list of some, but not all, off-campus clinical affiliate sites. Current Frequently Asked Questions
  • Will HACC be requiring COVID-19 vaccination?
    HACC does not require students or employees to be vaccinated at this time. Some HACC off-campus clinical facilities are requiring the vaccine. HACC students and employees are guests at these facilities; therefore, they are required to adhere to facilities, federal and CDC guidelines.

    As this pandemic response evolves, decisions will be made based on state and federal legislation.
     
  • If I do not get vaccinated or am declined an exemption, what are my choices?
    If a credit student does not get vaccinated, they can transfer earned credits to a new program at HACC. Please connect with a HACC advisor to learn more.

    If a noncredit student does not get vaccinated, they can request a refund.

    If an employee does not get vaccinated or are declined an exemption, their teaching assignments and continued employment with the College may be affected.
     
  • How do I provide my COVID-19 vaccination status?
    Each program will assure students have a clear understanding of how to submit the information. Each program uses a repository that stores information in a manner that assures confidentiality. All program requirements for immunizations, clearances and physical exams are managed using these repositories.

This following information is outdated. Please take NO action with it.

All programs in the HACC School of Health Sciences and noncredit health career programs require immunizations in accordance with state and federal laws as well as in compliance with the state boards that oversee our programs. These align with the Centers for Disease Control and Prevention (CDC) recommendations for healthcare workers. As members of a community who provide care to the most vulnerable populations, it is our duty as good stewards not to spread disease. All programs have permitted declination of immunization (in accordance with federal and state law) for medical or religious reasons, as educational institutions are not permitted to discriminate. All 50 states allow exemption for medical reasons, 47 states permit exemption for religious reasons and 17 states permit declination for personal reasons.

Required immunizations include annual TB testing, documentation of measles, mumps, rubella, varicella, tetanus, diphtheria pertussis, annual flu and hepatitis B vaccinations. In the absence of vaccination records, titers showing immunity for these immunizations are required. There have been no changes to these requirements by HACC.

With the availability of the COVID-19 vaccine, some of our clinical sites are updating their requirements for COVID-19 vaccination. HACC must also follow the requirements of our clinical sites with regard to immunization requirements. It is the decision of the clinical sites, not HACC, if immunizations are required for our students.

Effective for the fall 2021 and spring 2022 semesters :

  • Some clinical facility partners will (a) not permit students to participate in clinical experiences at any of their facilities without the COVID-19 vaccination or (b) require information on the percentage of COVID-19 vaccinated students.
  • There are several major facility partners that are also refusing to accept declinations for the standard immunizations listed above.
  • As per the policy of clinical facility partners, “students are not employees and have neither employee benefits nor access through employee health services at the facility, therefore, accommodations for declination of vaccination will not be honored.”
  • This new requirement has been imposed by the clinical facility partners. As guests of each facility, HACC clinical programs must abide by the rules of the facility. HACC is not imposing this policy.
  • Students in health career programs will be required to submit information regarding their vaccination status for the summer and fall 2021 spring 2022 semesters.
  • Advisors will notify students prior to applying to a health career program, as a declination may impact and limit their choice of campus and program of study.

  • If I decline to receive the standard vaccinations for medical, religious or personal reasons, what happens if I am unable to be placed in a clinical site?
    Because of limited resources, HACC cannot guarantee clinical placement IF a clinical site requires the COVID-19 vaccination.
     
  • Will HACC be requiring COVID-19 vaccination?
    At the present time, this is not a requirement. As this pandemic response evolves, decisions will be made based on state and federal legislation.
     
  • If I decline to receive a COVID vaccination for medical, religious or personal reasons, what will happen if I am unable to be placed at a clinical site?
    Presently, there are a number of institutions that are requiring vaccination. Clinical sites are not currently accepting declinations. Students who remain unvaccinated will not have an opportunity to return to programs because we do not anticipate that clinical locations will remove the COVID 19 vaccination in the future. We anticipate that this will be an added vaccination along with the flu and other currently required vaccinations.
     
  • How might this impact my choice of campus?
    Some campuses use these clinical sites with restrictions exclusively. Allotted clinical hours are approved by the state boards for each program and accreditation agencies. If there is no other site to complete the required clinical hours, students will need to choose a campus that has alternative sites. For some of our programs, there will be very limited options. Students should check with their advisor before making a program or campus selection.
     
  • I am interested in the Nurse Aide, Phlebotomy Technician or Medical Assistant/CCMA non-credit programs. Who do I contact if I have any questions with regard to COVID-19 vaccination?
    Students can email nchealth@hacc.edu or call 717-221-1352. They will be directed to the appropriate staff to discuss their questions.
     
  • How do I provide my COVID-19 vaccination status?
    Each program will assure students have a clear understanding of how to submit the information. Each program uses a repository that stores information in a manner that assures confidentiality. All program requirements for immunizations, clearances, and physical exams are managed using these repositories.
